Those who cannot afford to pay are denied a glimpse of their own history.
It seems like a small thing, and Paul himself describes it as a "shitty victory" but I think it's important.
It's a baby step in the right direction.
Soon we'll be walking.
Then running.
Then?
We'll stop paying for the same things, or making unfair payments for things time and time and time again.

Nice one. All these things have been spirited away from us bit by bit. Good to see some 'non-compliance' for a change, shame more can't complain and be obstructive to authoritarians, we'd be in a much better country if that were the case.
