If any of you can tell me what the #&% this geezer is on about, I would be most grateful.
Also, is this some sort of record? The chap uses the word "classified" 19 times in 1 minute 47 seconds.

So let's introduce a few holographic flying saucers and aliens, plus a whole host of 21st century special effects, a dumbed down population and voila.
This "bill" would seem to be in preparedness for such an event.
